During World War II, Czarnecki belonged to the Gray Ranks scout movement and fought in the Warsaw Uprising. After the war, he settled in Szczecin, where he completed a secondary school of general education. He studied photography at the School of Foreign Trade Advertising and took part in training in Finland. Member of ZPAF, awarded with the AFIAP distinction. He worked professionally from 1953. In 1956-1998, he was employed at Przedsiębiorstwo Reklamy i Wydawnictw Handlu Zagranicznego w Warszawie. Author and co-author of many posters, calendars, leaflets, booklets, catalogues, stationery headers, etc., and he also created illustrations for several dozen culinary books. He collaborated with such journals as Magazyn Rodzinny, Twoje Dziecko, Poradnik Domowy and with the following publishing houses: Watra, Dom Książki, Wydawnictwa Ekonomiczne, etc. Juror of photographic contests and participant of numerous competitions.

Janusz Czarnecki often depicted Warsaw in his photographs. Over the many years of his creative activity, he devoted himself to documenting the changes taking place in the capital city after the war.
